An IEA DSM Task XVI Workshop for ESCOs, potential customers and market facilitators

ESCO services typically integrate a combination of construction works, services and supply to execute energy efficiency outcomes. Procurement procedures for these integrated and comprehensive energy services products may vary substantially from traditional procurement of individual services, supply or construction works.

In this half-day IEA DSM Task XVI stakeholder workshop (www.ieadsm.org), we want to summarize state of the art in (public) energy services procurement, discuss ESCO market development by encouraging and empowering the customer side of ESCO services and give guidance to building owners (and ESCOs) on how to procure ESCO services properly.

This session has been tailored for ESCO customers, ESCo representatives responsible for project development (acquisition), ESCo market facilitators (e.g. energy agencies) and IEA DSM Task XVI members.

The leaders of this workshop will be Jan W. Bleyl-Androschin, Daniel Schinnerl (both Graz Energy Agency), Susanne Berger (Berlin Energy Agency) and Frank Schoneveld (t.b.c.) (McDermott Will & Emery/Stanbrook). Jan W. Bleyl-Androschin is Operating Agent of IEA DSM Task XVI “Competitive Energy Services” and has extensive experience in design, development, implementation and operation of ESCO projects. Susanne has extensive experience in energy efficiency projects in public and private buildings and supervises the Energy Saving Partnership in Berlin. Frank Schoneveld is an attorney at law, partner of McDermott Will & Emery/Stanbrook specialising in ESCO services.

• Energy Service procurement: Overview of state of the art energy service procurement issues, based on long-term practical experience with more than 35 project implemented
• Exchange of experience: Discussion of procurement experiences, ideas and future developments
• ESCo Market development: How to support ESCo market development by encouraging and empowering the customer side to create and execute their demand for energy services and how to put out qualified tenders
